Policy Collaboration Agreement (PCA)

 
Since April 2007, the NWAC has identified key areas for the AHRDS successor through the PCA project designed to generate policy and program directives to better integrate Aboriginal women into the labour market, and therefore Canada’s economy.  PCA activities are aimed at labour force participation, with the objectives focused on labour force development through skills enhancement and employment.
 
NWAC proposes to enhance its collaborative relationship with the HRSDC Aboriginal Affairs Directorate by providing direction and input toward Aboriginal skills and employment development. It is imperative that future federal strategies for Aboriginal labour force development are focused on gender and age-specific realities. Program architecture, objectives and strategies must be formulated in a way that addresses the barriers to a fully integrated workforce inclusive of women and youth at all levels and across all economic sectors. 
 
NWAC previously administered The HRSDC Youth Intervenor (YI) program was from 2002 to 2007. Funds focused on coordination of NWAC Youth Council activities and youth program projects and initiatives to youth participation in all NWAC activities and at the National level. The focus of the YI agreement, was directed at youth employment activities and accessing relevant employment and education information. Although HRSDC has discontinued this funding, NWAC continues to uphold the a youth component as a primary focus within the work of the PCA
